Public service continuity of primary education in the French Community

The Belgian Court of Audit performed an audit on how the French Community manages recruitment and supply teaching in primary education, thereby ensuring the continuity of the public service. Although the teachers’ employers are the organising authorities of the various networks, the French Community is responsible for managing the education system. Moreover, it finances the schools to fulfil the educational missions governed by decree and, to this end, grants “salary subsidies” to ensure payment of the teachers’ salaries.
